Is it possible that governments secretly plan bombings to distract citizens from the gov't's wrongdoings?

Wag the Dog? Except that it's quite obvious that the puppetmaster is saying "I'm going to bring you down the same way you brought me down." Do you think anyone is stupid enough to bribe a hundred congressmen in the palace, the very same day the place is crawling with reporters and the public because the hometown hero comes a-calling? When they failed to pin the tail to the donkey, they do a 'wag-the-dog' scenario to push the message home. The Filipino people are not stupid. They know when they are being played for fools.
