My 2 year old daughter jumped off her brother's bed, her foot is swollen and she is limping?

She won't keep ice on it or sit still long enough for us to even look at it. She can walk a little but it limping. My FIL is an xray tech and I've been trying to call him to come look at it but he's not answering his phone. Should I take her to the ER or go to the doctor in the morning?
