My dog is scratchin herself to death!?

Ok I have a 1 yr old chocolate lab. Over the summer, like any dog, she's gotten a little case of the fleas. She's a in house dog, so I didn't think her fleas were going to be a big problem because we also have an outside dog who is completely fit and happy. She has a place under her neck that is hairless where she's been scratching and its starting to get red and raw. I think she may have a little dry skin because she's a little flaky every now and then. I only bathe her with a oatmeal dog shampoo every month or two. And I rinse very well. How can I treat this area to get better, and keep it covered so she won't scratch there and make it worse than it already is. I don't really want to use a big funnel thing if possible. lol She's use to wearing dog sweaters and stuff, so she usually doesn't bother what I put on her. Its somewhat of a large area....not just a little spot. I don't think she's in too much pain, because she doesn't flinch or whimper when I'm trying to wipe it with a towelette. I just want to stop the problem before it gets worse, and the fact it that looks terrible. It looks painful, but she doesn't act like it is.
